Chief Technology Officer, Payoneer Digital Bank
Payoneer empowers businesses to grow globally by connecting them to the world’s economy. As part of our continued expansion of regulated financial capabilities, we have submitted an application with the Office of the Comptroller of the Currency (OCC) to establish a U.S. national trust bank to support secure, compliant, and scalable money movement across traditional and digital rails.
We are seeking a Chief Technology Officer to lead technology strategy and execution for the Bank. The CTO will oversee the design, integration, and governance of the Bank’s core financial systems while partnering closely with Payoneer’s broader technology organization to leverage shared enterprise capabilities.
This role carries end-to-end accountability for ensuring the Bank’s technology environment meets high standards of operational resilience, cybersecurity, regulatory compliance, and financial integrity; while enabling modern, real-time settlement capabilities across both fiat and digital asset infrastructure.
What You’ll Do
Define & Evolve the Bank’s Technology Architecture
- Define and evolve the Bank’s technology architecture in alignment with and as an extension of the broader Payoneer platform architecture
- Ensure scalable, secure multi-rail capabilities across ACH, Fedwire, RTP, card networks, and approved digital asset rails
- Drive modern API-first and cloud-based design principles aligned with regulatory expectations
- Maintain clear architectural governance and system integrity standards
Partner Across Payoneer’s Platform Organization
- Work closely with Payoneer’s centralized Engineering, Security, Compliance, and Platform teams to leverage enterprise services (e.g., KYC, fraud, data, cybersecurity, cloud infrastructure)
- Ensure appropriate segmentation, access controls, and governance for Bank-regulated systems
- Align roadmaps and delivery priorities across Bank and group stakeholders
Oversee Third-Party Technology Providers
- Lead selection and oversight of strategic vendors for core banking, cloud, cybersecurity, digital asset infrastructure, and settlement services
- Implement disciplined third-party risk management practices consistent with regulatory guidance
- Establish strong performance monitoring and resilience standards
Support Regulatory & Operational Excellence
- Serve as senior technology leader in regulatory engagement and examinations
- Maintain robust change management, documentation, cybersecurity, and incident response programs
- Build and lead the Bank technology domain in close integration with Payoneer’s broader technology organization
Support AI-native & modern engineering model
- AI-native development and operations (AI-DLC, agentic QA, automation)
- Real-time observability and resilience through automation
What We’re Looking For
- 15+ years of senior technology leadership in banking, financial services, or regulated fintech
- Experience overseeing core banking, payments, ledger, or treasury platforms
- Strong understanding of regulatory expectations around operational resilience, cybersecurity, and third-party risk
- Experience with digital asset, blockchain, or stablecoin infrastructure in a regulated or institutional setting preferred
- Proven ability to operate in matrixed organizations and partner effectively across enterprise platforms
- Experience supporting regulatory examinations or supervisory engagement

In accordance with New York City Law, below is the annual base salary range for this position. Actual annual base salary is based on, but not limited to: experience, education, professional licenses, location and business needs. The position is eligible for health insurance, disability insurance, life insurance, 401k plan, paid-time off, and sick (and where applicable safe) leave. This position is also eligible for a discretionary year-end bonus.
