About the team In line with Bytedance's globalization plans, there has been an increasing demand for payment services and financial services such as BNPL to: (1) enhance and support our current business needs; and (2) increase our service offerings to the end user. As such, the need for payment services has gradually increased in our overseas business development strategy. Whether it's paying money to creators/users to encourage user growth, or offering paid services to users, payments have become an important step in our integrated service offerings. In order to facilitate and provide such services, Global Payments ("GP") was set up. GP is supported by a group of payments licensed entities which are subsidiaries under Bytedance Ltd. About the role We are seeking a Compliance Officer with hands-on experience running a compliance function within a Financing and/or Payments (OPS / EMI) company in the Philippines. This role will support both lending and payment operations in a dynamic and fast-paced regulatory environment. The ideal candidate will have strong knowledge of regulations applicable to Financing Companies issued by the Securities and Exchange Commission (SEC), as well as regulatory requirements relevant to OPS and EMI entities. A solid understanding of AML/CFT requirements and experience dealing with the AMLC are essential. The candidate should also be familiar with regulatory developments related to Digital Payments, Buy Now Pay Later (BNPL), and/or cash loan products in the Philippines. This role requires a self-driven, adaptable, and resourceful individual who can effectively deliver yearly objectives in a highly fast-paced environment. This position reports to the Chief Compliance Officer, Philippines, who oversees both payment and financial services for the Philippines business. Responsibilities - Support the Chief Compliance Officer, Philippines in ensuring that the Lending Company (LC) and OPS / EMI entities comply with applicable regulations and guidelines issued by the SEC, AMLC, and BSP. - Develop, implement, and maintain internal compliance programs, including AML/CFT programs, training, and compliance awareness initiatives tailored to LC and payments activities. - Ensure timely and accurate submission of all compliance-related regulatory reports to the SEC and other relevant regulators. - Provide support to the Chief Compliance Officer, Philippines to support licensing workstreams - Provide compliance advisory support on both regulatory and AML/CFT matters to internal stakeholders. - Assist in identifying, assessing, and managing regulatory and compliance risks across financing and payments operations.
Qualifications
Minimum Qualifications: - To succeed in this role, you will need at least solid working experience in at least digital payments (EMI/ OPS) or financial services (lending, BNPL, cash advance) - Holds a CAMs certification - Experience dealing with SEC and/ or BSP - Prior experience working as a regulator and/or experience working in an OPS/EMI institution is a plus - Strong understanding of financial regulations, particularly those issued by BSP or SEC - Experience in conducting regulatory risk assessment, EWRA and developing compliance policy and procedures - Comfort navigating in a fast paced and ambiguous environment and being a self-starter, with strong sense of ownership and initiative to see through complex projects to completion Preferred Qualifications: - 5+ years of experience in both regulatory and AML/CFT compliance, preferably in the Financing, Payments and/or Retail Banking industry
